Create HGTD script for RDOAnalysis

Louis D'Eramo requested to merge lderamo/athena:dev_lderamo_HGTD into main

This is a simple implementation of RDO Analysis in the context of HGTD. It will just read some RDO, and dump the module and hit level variables into a flat ntuple, for later processing. This is inspired greatly by the ITK Pixel and has been ran successfully.
