Improving MGC gridpack naming

Zach Marshall requested to merge zmarshal/athena:main_gridpack_naming_patch_MGC into main

The center of mass energy was set to just the two leading digits of double the beam energy (which is right for 6500 GeV). Improving so that we also get the naming convention right for odd energies like 6800 GeV, which should be 13p6. Thanks @karolos for the report.
