ElectronPhotonFourMomentumCorrection: Change seed to cluster variables

Based on discussion in ATLASG-2631 changing the seed in ElectronPhotonFourMomentumCorrection to be based on cluster variables so the correction is not affected by any prior correction (as cluster properties are constant).
