L1Topo: Add delay1/2 to DeltaPhiIncl2 algorithm

Add delay1 and delay2 placeholder parameters to DeltaPhiIncl2 algorithm as preparation for the Long Lived Particle (LLP) trigger. It follows the extention of the DeltaPhiIncl2 algorithm as detailed in this issue in the L1Topo firmware repository. A Trigger Menu update should follow the update of the DeltaPhiIncl2 algorithm.
