FTAG: Python config cleanup

Samuel Van Stroud requested to merge svanstro/athena:svanstro/ftag-config-cleanup into main
  • Removing some old taggers (IP2D, old versions of DIPs and DL1)
  • Remove the BTaggingHighLevelRun3Aux (haromise taggers between Standard and Expert outputs)
  • Move some stuff in FtagBaseContent.py to BTaggingContent.py
