Switch to GeoModel 4.6.0 via Projects overrider

Vakhtang Tsulaia requested to merge tsulaia/athena:main-geomodelsvc-geomodel460 into main

GeoModel version updated using ATLAS_GEOMODEL_SOURCE variables in build scripts. GeoModelSvc code was adapted to the GeoModel interface change.
