Copy Time when creating GSF tracks for egamma

Lucy Lewitt requested to merge ATLAS-EGamma/athena:egammaCopyHGTDTime into main

The time reported by the HGTD is stored dynamically so is not copied by default so this MR adds some logic to the GSF track creation in egamma to ensure that this information is not lost.
