first draft of stgc and MM fast digi for phase 2

This MR introduces a fast digitization for the sTGC and the MM in the context of the phase 2 code developments. It takes the sim hit and applies a gaussian smearing. The amount of smearing is taken from the uncertainty parametrization obtained for the RUN3 MC.
