Move L1CaloRampMaker to Athena Release 24

Damir Fabrice Rassloff requested to merge drasslof/athena:dr_dev_rampmaker into main

The changes were made in order to be able to run the L1CaloRampMaker with the latest Athena version. This was in response to minor changes made by LAr.
