AthenaMonitoringKernel: Added custom 1D and 2D binning to TEfficiency

This MR adds the handling to instantiate TEfficiency plots in the monitoring framework with a custom 1D or 2D binning. This is going to be used by the Tau Trigger offline monitoring.
