TileTBRec+TileRecEx: Fix Tile TB stat alogithm (ATLASRECTS-7877)

Tile TB stat algorithm has been updated to use ROB service directly instead of uing it via Tile beam elements converter.

Script to run Tile TB algorithms has been udpated to set up properties of Tile ROD decoder correctly since it is not public tool anymore.
