Add timing to xAOD vertex EDM

David Richard Shope requested to merge atlas-hgtd/athena:vertex-time-xAOD-EDM into main

Time and time resolution are added (as dynamic) to xAOD::Vertex. An additional accessor is added for setting whether or not the vertex has a valid time. In the case of xAOD::TrackParticle, this was handled slightly differently by adding an additional value to the track summary (no such analogue with the vertices).
