JetTileCorrection: add list of dead tile modules in Run3

Following Michaela's talk at the JetCP meeting today, this MR is adding the list of known dead tile modules in 2022 and 2023, based on:

I also did minor code cleanup. More could be done (replacement of decorators with write decor handles, use of smart pointers, ...).
For MC23a, the first talk mentions LBA33 and EBC58 are masked in the simulation, while the second talk mentions LBC24 is also masked. Tagging @mmlynari and @shelena for confirmation, @camacho and @fballi for information.
