Remove legacy configuration ISF_Validation ART jobs
Drop all legacy configuration ART tests from ISF_Validation package (except AF3 param input simulation - see !68360 (merged), !68405 (merged))
Expect no output changes except for test_RUN3_FullG4_minbias.sh where MC23 rather than MC21 configuration is now used.
