Write EventTags to TTRee/RNTuple depending on where EventData goes

Adding RNTuple-based APR Collection implementation. The functionality covers Athena writing and reading and stand-alone Collections utility reading. Stand-alone writing may be added later (or not).
In Athena, switching to RNTuple for EventData StorageTech will also cause EventTags to be written to RNTuple.
