TileMonitoring: Add new style configuration of AlgoJiveXML for Tile

New style (CA-based) configuration of AlgoJiveXML for Tile has been added. The test of new configuration of AlgoJiveXML for Tile has been added

The script to run Tile monitoring has been udpated to add possibility to run AlgoJiveXML for Tile data and to switch off monitoring algorithms.
