Add Generator config flags to prepare move to CA configuration. See !67233

  • Introduce GeneratorConfigFlags in GeneratorConfig package to prepare the move to CA configuration (splitting from !67233 (closed))
  • Add function to call createGeneratorConfigFlags() in AllConfigFlags
