Update for Run4 setup

This MR introduces configuration changes for track overlay with the Run 4 setup. Two main changes include:

  1. The TP converters are generally not configurable. We let the TP converters check both the ID and ITk containers, using whichever is present as suggested by @nstyles and @tstreble
  2. Using the xAODMetaDataCnv.InfileMetaDataConfig module to propagate metadata, EventSTreamInfo, because the configuration of EventSTreamInfo is removed from the OutputStreamConfig.
