Fix cmake files for ACTS packages

This is a follow up from @akraszna's !68644 (merged)

This affects several ACTS packages and should improve the CMake files, at least a little bit. The following packages are not addressed here since I have absolutely no idea what to do with those: ActsInterop, ActsGeantFollowing, ActsGeoUtils, ActsGeometry.

We can address them in another MR, @pagessin maybe you know what to do with those (if we have to do anything in the first place), I simply gave up for the time being
