Redefined Tenacious MET working point in light of JVT changes in R22+

In Release <=21, the Tenacious MET working point JVT cut was defined as a piecewise function of the jet pt. In release 22+ JVT was migrated to nnJVT and this piecewise definition became redundant, rendering the Tighter and Tenacious working points almost identical. Based off my QT studies, the decision was made to redefine Tenacious to remove the piecewise JVT requirements and instead further tighten the forward jet pt cut to 40GeV from 35GeV (https://indico.cern.ch/event/1341232/).

Changes have been tested using the standard METPerformance package in Release 24.2.24.
