Remove HIRecExample legacy config package

Removed the full HIRecExample package hosting only legacy configs, now replaced by CA ones.

Cleaned up the RecExample scripts referencing them. Most of them are about to be removed with !68693 (merged) anyway

Needed for !68501 (merged)
