Move TriggerMatchingToolCfg to TrigAnalysis

Thomas Strebler requested to merge tstreble/athena:TrigMatchToolConfig into main

Seems more convenient to find it and import it from the TriggerMatchingTool package directly rather than from DerivationFrameworkMuons. Also useful to get it in AthAnalysis
