Move all trigger ART tests from 23.0 to 24.0

Hello,

We need to have ART tests running in 24.0 as soon as 24.0 is created. So all tests were migrated, the only change in this MR is art-include: 23.0 -> art-include: 24.0. The very large majority are running fine in main, only a handful are still broken and will be fixed asap.

The only tests I have not touched are those being removed in !68941 (merged) from @fwinkl to avoid a conflict.
