Deactivate Run2 Digitization and Overlay ART jobs for 23.0 branch

John Derek Chapman requested to merge jchapman/athena:DeactivateMostSimDigiART_23.0 into 23.0

Run2 Digitization and Overlay will not be run in 23.0.X releases in production at this point, so disabling the corresponding ART tests for this branch to save CPU.

NB No need to sweep these changes to other branches.
