Auto-Configure BField flags

Walter Lampl requested to merge wlampl/athena:autoCfgMagField into 24.0

So far, the flags BField.solenoidOn, BField.barrelToroidOn, etc were hardcoded to True. With this MR, they are auto-configured based on DCS as it was done with RecExCommon.
