Migrate tests in LArCondtionsTest to CA

Walter Lampl requested to merge wlampl/athena:LArCondTestCA into 24.0

Migrate the conditions write-and-read-back test in LArConditionsTest to CA. I remove on of the tests (LArConditionsTest_ctest) because it does the same as LArConditionsTestWriteNoReg_ctest just not writing.
