GeoModel SQLite - Fix dictionary initialization with MuonGeoModelR4

  • The MuonIdHelperSvc may not be retrieved during the initialize method --> move the retrieval to the build Elements
  • Added python snippets to explicitly schedule the GeoDBTagSvc & RDBAccessSvc in the ComponentAccumulator
