egammaART : update tests for phase II

Jean-Baptiste De Vivie De Regie requested to merge ATLAS-EGamma/athena:main_egARTTest into main

A test is added for photon (at 0 pileup). New RDO inputs are used.

For the 0 pileup sample, the cell noise is changed to use mu = 200. This is done via a temporary hack for the time being, and experts will be contacted for checks
