ATR-28873: support more workflows with container jobs in Trig_reco_tf.py

Follow-up of !69275 (merged). The asetup string can be supplied by user in a general case, or be extracted from the database when doing debug stream recovery. In both cases, if a legacy release is required for Trig_reco_tf.py substep, a centos7 container should be invoked.
