Move HH->bbtautau chains with tau preselections into physics; upgrade to bgn2 for all chains.
We're moving all HH->bbtautau chains with tau preselections into the Physics menu. These should be a strict subset of chains that are already there but allow flexibility in case of a CPU use crunch in the HLT farm.
We also upgrade to bgn2 for all b+tau chains.
