CP algs: Move SysListDumperAlg to the common services block
Move SysListDumperAlg to the common services block to be together with systematics service. It is important to be scheduled as soon as possible before any filtering is done, otherwise the histograms may not be created. Later we may want to move this functionality directly to the service, but for now let's do a minimal change.
