Fix zero eTau rates when using eTau BDT algorithm

Ralf Gugel requested to merge rgugel/athena:eTauToTopoFixes into 24.0

Switching L1Topo sim to use more generic accessor for eTau quality flags introduced during eTau BDT development in order to make the L1Topo simulation agnostic to what flavor of algorithm was used on the eFEX side.
