Merge the ID & MS alignment Geometry context alg

Johannes Junggeburth requested to merge jojungge/athena:MergeActsAlignmentAlgs into main
  • Remove the ActsMuonAlignment cond alg and intergate the retrieval of the alignment stores into the main acts alignmen cond alg
  • Add switch to toggle the retrieval of the ActsTrackingGeometry. Pure muon test environments don't need the tracking geometry and hence would fail.
