enable bjet chains in the run4 menu

add JetTagCalib dependencies to the bjet code and enable the chains in the Run4 menu. The dependancy could be probably expressed in the actual algorithms on the offline side but the menu code does not use these everywhere - thus added to TriggerMenuMT/python/HLT/Bjet/BjetFlavourTaggingConfig.py

Elliot - you should be able to enable bjet chains in test_trigID_all_ttbar_pu200_ITk.py if you find/define a suitable chain in the Run4 menu Tim - there is no issue with TRT dependencies at least in these tests
