AthenaCommon: delete CfgGetter

Frank Winklmeier requested to merge fwinkl/athena:cfggetter into 24.0

Delete the legacy CfgGetter and associated factory which has only few remaining (unused) references in the repository. Note that CfgMgr (which is still heavily used) is not affected by this change.

Also fix/remove a few comments referencing this class.
