Modify config to allow making Topo Towers at all eta

This MR modifies the config that can be used to create topo towers to allow its use without a restriction on eta. This also requires support for modifying the names of the collections/algorithms. This is needed for Upgrade studies/samples.

This MR is an alternative to !69638 (closed) .
