Update to Gaudi v38r0.001

A very minor patch to our current Gaudi version. Changes compared to v38r0.000 (see diff):

• New maxParallelismExtra property in AvalancheSchedulerSvc to adjust the maximum TBB parallelism ( gaudi/Gaudi!1567 (merged))

This is required for the new async I/O HltEventLoopMgr ( ATR-26285) to be usable at Point-1. The default behavior is unchanged.
