Put a copy of APR Storage Element names into PoolFile.PoolOpts ATEAM-973

Access to the names through dictionaries was quite slow (7sec) Discussed in ATEAM-973
ALSO: added PoolFile.py to AnalysisBase - we really want to have that around if using MetaReader
