gFEX BS word, METQuantityTwo, ENABLE_INTER_C

With this MR, the following changes are made:

  1. The 32-bit words of the Global quantities decoded are properly saved in the EDM
  2. The METQuantityTwo method in the Global EDM is updated to provide the right quantity conversion
  3. The inter-FPGA communication from FPGA-C to A and B is enabled, according to the change recently made in firmware
