Add overlap removal as dependency to JVT scale factor CP algorithm

Based on a discussion with JetEtMiss experts, for the JVT scale factor usage, the per-event JVT SF should be a product of JVT SFs for all jets that pass overlap removal, if overlap removal is used.

Since we have the ability to add dependencies to blocks, we should actually use it to add the OR dependency.

P.S. If some analysis does not use overlap removal at all, they should still be able to run JVT SF, so the add dependency to the block is not enforced.
