This is part 1 of a larger MR (closed) here: !70176

It is a bunch of updates from HTTSim to make FPGATrackSim fully usable by the community. It includes all the material from that MR except for the EtaPatternFilterTool and 1DBitShift changes which we will put into a second later MR.
