Adding the plotting step in the pixel calibration software

This MR is meant to update the pixel calibration framework and add the EvoMonitoring.py script.

It compares the latest IOV stored in the central DB and the new parameters that are going to be pushed to the DB in order to check discrepancies.

Plots will be located under ./plots/ folder.

Additionally I have added the option to just run the Calibration script using the --runCal argument in the PixelCalibrationConfig.py. This feature allow us to run different layers from other data files in other locations, the merging process can run afterwards.
