[ATR-28358] Add isPassed filtering to R2->R3 trigger navigation conversion

Tim Martin requested to merge tamartin/athena:trigNavR2R3_TerminusNodeFiltering into 24.0

Adds some additional filtering from the output of the R2->R3 navigation conversion.

Only chains which fired are allowed to be in the terminus node.

Additionally remove leg IDs from the terminus node to align with the R3-created summary. Leg IDs are only needed in the SummaryFilter nodes (and all parents thereof).
