Harmonize output folders+collections in ID Alignment monitoring and update DQM han config
This MR harmonizes the track collections for the ID Alignment monitoring following some discussions between the Alignment team and IDGlobal DQ. It also updates the IDAlignment web display/han config to reflect the change in the default output folder. Obsolete histogram collections are also cleaned up from the han config.
Also makes a tiny fix in the range of the residual algorithm to address ATLASDQ-1141.
