GeneratorFilters: add xAODMuDstarFilter together with common fragment and ART test

it is an xAOD implementation of the MuDstarFilter, filter logic is the same only xAOD containers and variables are used

in addition common fragments for both MuDstarFilter and xAODMuDstarFilter are added
