[ATR-29141] Fix DAOD_L1CALO production at T0 with data24
Improve the IncludeTriggerNavigation derivation flag when running from RAW in 2024.
This is because we now decode all HLT ROBs present in the event rather than just the primary one.
The wildcarding was too permissive here and was including containers from the cost monitoring "data scounting" HLT ROB.
