Add xAOD PRDs to TGCconvertor and add TGCs to MuonConfig test

Continuation of !69514 (merged)

Adds xAOD conversion for TGC. Off by default.

There is quite a bit still to do here, but after discussion with @jojungge, we decided it would be best to try to get this in as-is so others can contribute more easily.
