SiClusterizationTool: mask warnings in PixelRDOTool

Hello,

This MR is adding a property to PixelRDOTool to be able to mask the numerous "Discarded a duplicated RDO" warnings on demand. As discussed in ATR-27196, warnings are issued because duplicates are not supposed to be found. However this feature has been around for a long time now, I hope we can consider the warning as harmless. They are now masked in RDOtoRDOTrigger, that will improve the log file readability (ATR-28968). Of course, this workaround should be dropped whenever the duplicate RDO issue gets fixed.
