Add check on perigee position in GaussianSumFitter.cxx (ATLASRECTS-7966)

Pathological GSF tracks with perigee z position well outside the detector have been causing issues with the InDetTestPixelLayerTool in ATLASRECTS-7966. This adds a safety check to avoid running trying to run the propagator for those.

Checked to solve all the problematic cases reported in ATLASRECTS-7966

Can be considered in addition to !70577 (merged), good to have both belts and suspenders
