TriggerPrescalesAlg: Add possibility to prescale MC

Filip Nechansky requested to merge ATLAS-EGamma/athena:prw_alg_mc_prescale into main

Adds possiblity to prescale MC instead of unprescaling data to the TriggerPrescalesAlg. Required some small changes to the PRW tool to get only the prescale weight. Does not change existing functionality, only adds new features.
